Not, that I want to answer my own question :-), just a follow up on something Cal has posted on TOB ("...I agree, with news coming next month- it is time to buy..."):

How much of the impact "the news" is going to have? Frankly, we all know, that that the approval is very likely to be granted. LAC build a training center there, Nevada gave them money. I just cannot imagine, that after all that troubles not getting a green light.

IMHO, the news should already be included in current price. Unless of course it is not :-)
