Right now lac hands are tied waiting on approval from nevada the last few page's ( page 21? ) it state very clear they are not allowed to disturb any earth until they get water approval from nevada .

My hope is lac has private property close by and they are starting to stock pile equipment and material for starting construction .

As far as the refining process i have been reading about cyresses  process in the clayton valley . Cypress does have connections with lilac solutions . Cypress is building a sulfuric acid plant for electricity and sulfuric acid for processing ( better if you read it yourself on cypress web page )
