Also, there is a great deal of precedence here. For MANY years, you couldn't buy a car in one state and import it into California. I know this as a Californian. So, you know what happened, the manufacturers started building to the CA standard, as it was too costly to have non-CA compliant models. That sort of mandate is well established in case law, plus it was the subject of several now defunct lawsuits from the Trump administration when they tried to roll-back emission standards. The bottomline is plenty of power can be wielded that moves manufacturers that don't have to come from Federal standards. More often than not, federal standards have to catch up to state standards--as they did with emissions devices and mileage standards. CA has already announced a ban on ICE sales.
