It's an interesting theory for sure. You would assuming this wouldn't even be entertained until TP is 100% finalized. The last thing LAC would want (or do) is abandon a revenue generating project to get clogged up in domestic red tape.

I sure wish I knew LACs master 10-20 year plan. Although I suspect it's likely an evolving plan as economical and geo political forces are in constant motion.
