The headline comes from a Barron's article, a subscription service.  Sometimes you can read one of their articles before it shuts you out without a subscription.  This one questions Musk's assertion, but does say that there will be  a need for more electricity generating and distribution capacity in regard to the present capacities of both as the demand for EVs expands, however the author appears to think that the progress to that scenario will be slow enough to allow plenty of time for the U.S. to adjust to this change.  An interesting short article, if you can access it.
