Take that headline with a grain of salt.  Strengthening the supply chain for Lithium battery development here in the U.S. is a process that requires patience and finess in negotiating the huge obstacle of the legal and conservationist gauntlet in order to establish any step along the way of the battery supply chain from the lithium in the ground on up through the actual factories to build the batteries. 

The U.S. seems dedicated to shooting itself in the foot in this foot race so that we can have the "pleasure" of watching Europe, Australia and China cross the finish line far in the distance from our "also ran" position in the race.

Anyway, here is the article that goes with the headline that proclaims we are actually in an effort to "dominate the supply chain"... yeah, sure we are.
