No insights here other than the expectation that NDEP is taking the time to dot their I's and cross their Ts. They're required to address all public input from the consultation period, and I expect there were lots of off the wall ones that they had to treat seriously. Don't foget everything slowed down over the holiday period and things are just ramping up again. 

I don't see anything sinister in the delay, just due process so they don't get accused of white washing the publics issues. IMHO
