I think the idea has a lot to do with seperation from the GANG.  LAC just filled out paperwork for government money.  Would the US government want that seperation??  Building a US supply chain from scratch will take time and a lot of money.  The US government claims they will support such a supply chain.  We will see!  Anyway just another thought about seperation....
