This company seems to be selling itself and it's ideas to California, Tennessee and West Virginia. Who else might they be soliciting for "funding"?  Would a sceptical person look at these announcements with suspicion?

  In West Virginia there is not one Manchin but two Manchins actively involved in the process.   Hmmmm....
