Has there been any explanation as to how the Capital Costs of Stage 1 and 2 went from an initial estimate of 3 billion dollars to 6 billion dollars.  I know that the contractor Bechtel is huge with doing infrastructure contracts worldwide and probably has plenty of political influence in Washington which probably won't hurt our DOE loan application.
