Just part of a bigger move on the part of China to endear itself through "Loans" and interdigitation of Chinese companies with not only South American countries, but 3d world countries everywhere, as part of a long range Chinese geopolitical strategy to sperad Chinese influence and power worldwide.

Smart move on the part of the Chinese.  Just one more reason that the LAC split is a necessary move if the North American new company hopes to truly divorce itself from any hint of Chinese influence.
