It would appear, if I'm interpretting this correctly, that the DOE loan must come before T2:

"Tranche 2: GM to invest $330 million into Lithium Americas (NewCo) after the separation in the second half of 2023, contingent on Lithium Americas securing sufficient capital to fund the development expenditures to support Thacker Pass"

Presumably this capital is the DOE loan?
