Agree that nothing has changed. JE has said repeatedly, including again last week, that the loan will be up to 75%. If anything had changed, it would need to be disclosed.
I'm hoping the "up to 75%" includes interest during construction (ie capitalized interest), which could be substantial. 
Having said all of that, I do think the market sees a risk of a dilutive capital raising by (new) LAC. I hope not, but let's see.
