GM Tranche 2:  GM to invest $330 Million Dollars into Lithium Americas contingent on Lithium Americas securing sufficient available capital to fund the development of Thacker Pass Phase 1.

It is that "contingent on" that is the key here.

  If This then That just means that if "THIS" doesn't occur...... then "THAT" doesn't occur.
