I agree, but ibelieve this threat is known on Wall Street for some time and it is not underestimate. My suggestion, the political decision has been made already and now they (government, insurers) are discussing the price and size of the bail.

Including lawers and other volyures it will take some time. BUT as soon as many people getting involved into negotiation the leak is inevitable. As soon as it will reach or rich!? the players, nothing will stop the market.
