Ok. After the first shock I can offer a logical explanation.

The ATEM results are indicating the ambigious results. Too many targets to drill to hard to identify the proper place to make a hit.

That is why management is busy on all day meetings trying to identify the proper targets. That is why no drills - drilling makes sense only if targets are clear. That is why WSR involved - too much to drill anyway, BMK doesn't have enough resourses to cover.

It looks like a plan. In this case the NR will appear as soon as they will make a desicion where to drill. Please, correct me if I am wrong...
