What companies used to do in the past regarding bribes or extortion is much more difficult to do now with things so regulated and watched so closley. If they did pay extortion money, you will never get them to admit it since it is against the law. You would also probably know about it right away. Someone would talk. This would just create more problems.

I think they are going about it the right way by having the local workers and authorities have a vested interest in the mine going ahead and not paying any extortion money to outsiders. If it takes a month or two longer to get things in control, it is no big deal to me.
