can someone explain to me what happens during the halt? This is usually done due to expected volatility in SP correct? Does MEO explain the news to the Exchange then it is decided if the stock should open with a new SP?

I ask because I have been in some IPO's that were supposed to open at  say $25 and instead opened at $30 or $35. Much higher than was originally broadcast.
