Why no royalties?

Firstly, I am at a total loss as to why royalties are too difficult to track/collect, when all other similar type companies are able to obtain ongoing royalty payments based on filed revenues.

Secondly, why did TPL state that system integrators were to pay ongoing royalties?

Finally, didn`t anyone challenge the absurdity of the ``too difficult`` statement?
