Is that a deliberate under-valuation given:

``Patriot has already sued Sony Corp., Fujitsu Ltd., Toshiba Ltd., NEC Corp. and Matsushita Ltd., seeking total damages in the hundreds of millions of dollars.``

With the potential for treble damages at court, which would push the hundreds of millions nearer/over a billion. how is 70 - 75 million total ``substantial``?
