Why would they wait after the public announcement re. Sony from TPL if they are purchasing shares. That is if they had the money set up.

My question to the board is; What is legal process for a public company to buyback shares? I know there was a pr from ptsc in regards to buyback, could they at that point buyback or do they have to wait a certain amount time?
