I`m basing my numbers (all conjecture of course) on around 10 - 15 settlements/License per year. Each at 25 million. Let`s say an average of 400M/ year. Divide that by 2 and you are looking at 200M.

If things fall into play that seems realistic to me. Of course I could be entirely wrong on this either way but that is my guess.
