Wallymac I agree with you. I believe he is meaning rate as in price as well. He already mentioned that licensing was strong and accelerating. I think that already implys that licensing rates are ramping up. I don`t think he would say it twice. By meaning rates as in price it would put more pressure on unsigned companies IMO.
