Seems 5 years ago there was somewhat of a connection between the two:

Now what is ARC to ARM:

An interesting quote: ``... When asked if ARC was letting rivals, such as ARM Holdings plc, MIPS Technologies Inc. and Tensilica Inc., infringe on its patents, Schlachte said: “ARM and MIPS endorsing configurability is a good thing.”

He added: “We have a duty to investors to protect our position. We vigorously defend our intellectual property but we prefer to work with all companies to endorse configurability. We are, after all, an intellectual licensing company,” Schlachte said.

So what does all this mean? - Well, there`s no *Direct* relationship between Turley and ARM Holdings, but although ARC and ARM were direct competitors they were both invested in Palmchip at once point...and you can bet since Turley was CTO at ARC, he knew darn well what Palmchip had and what ARM got....

FWIW....maybe something, maybe nothing...
