Seriously give them a break. I am a web developer and believe me many non tech oriented types (cough sales folks, cough cough) greatly under estimate everything involved in developing a ``dynamic`` database drive website.
It can be even more work converting an exisiting website like the currrent Agora site to a new design and layout. Especially when the exisitng site is being completely reconstructed which is probaly the case with Agoracom. To the layman everything just looks like pretty word documents, but behind the scenes there is a lot of scripted code, css etc that defines the output of these pages. Currently Agora uses an older message board utilizing ASP which is old Microsoft scripting technology. They may be migrating not only the look, but the scripting server technology to something else like ASP.NET, PHP etc. Also they may be utilizing a different HOST and hopefully a faster database.
Look forward to the new site, and hey look on the bright side, Patriot has $60 Million plus already and more to come.
