TPL aren't negotiating, it's Phoenix Digital Solutions. Perhaps I am mistaken (it certainly wouldn't be the first) but I thought TPL/Alliacense was doing the negotiating for the MMP fees, and PDS was simply a jointly owned vehicle for holding the MMP monies until disbursment.
