What the J-3 and ARM are saying to the judge by sicking PUB on PTSC is: Judge, we view you as incapable of deciding whether or not the patients are valid, so we have unilaterally decided to bring an out of court 3rd party in to make sure you do what we think is the best for us.

THE JUDGE IS GONING TO BE PISSED!!!!!!!!!
