Well, volume stopped dead in it's tracks at 10:30 without the letter.Seems the market is placing great importance on what the letter reveils. SP looks wound and ready to spring in either direction.

It is a good question to ask as to why they would prime the market at 3:10 with that news and not follow through earlier today.
