They have never emptied it out; that is a gross exxageration. They obviously know there is much more cash heading our way. They obviously know what the NEC settlement dollars are -- you don't. Even the almighty Microsoft could not find a better use for its cash hoard, so they gave billions back to the OWNERS.

A. Then who has been buying the millions of shares traded over the last year?
B. The company is using professional guidance to assist in making the right decisions -- should they not? They already walked away from one deal, obviously they did their due diligence.
Sometimes it is what we do not know that is important.
