The PTSC relationship with Fish has typically been quite adversarial, for many years.  He has, on a few occasions, acted out emotionally without care for damage to his reputation or financial best interest. PTSC KNOWS this. Understanding this, would you (PTSC) want to hand over 5.5M shares to a guy like Fish (who apparently insists on PTSC making his donation to that obviously adversarial to PTSC outfit)?  What would happen to PTSC (perceptions of potential investors, looking at the charts) if Fish got a wild hair and said "sell it all as fast as you can, PPS be damned!"?  A dumping of that magnitude would drive us back to the teens.  Fish would have his revenge against the company he blames for his (bad) decision to sell his patent rights before PTSC was even in the picture (note this: he has blatantly blamed PTSC for his decision - he's delusional!).

I suspect PTSC, recognizing the potential for some weirdo act by Fish, took the shares off the table.  To do so, they had to make the donation (so Fish could get his desire for revenge fulfilled to a degree), which is small and, in reality land, won't directly effect PTSC.
