Not sure when this happened but a few weeks ago the rating was "neutral". Outperform is Reuters highest rating defined as follows -

"Shares of PTSC are rated OUTPERFORM. Outperform-rated stocks score in the top 30% of all stocks Reuters rates and are expected to offer higher returns than the market as a whole"
