The proponents of Free XYZ (PUBPAT, etc) were running under the belief that the patents on commonly used microprocessors would soon be coming to an end. It was their belief that this would enable a significant power shift. This was the case until Patriot declared “enough is enough.”
I don’t know much about Texas Pacific, but, I do know that Chinese innovators have been infringing on our patents for a very long time. Look into the National University of Defense Technology at Changsha, in China's Hunan province. They have been known to make microprocessor source code available on public servers; this is source code that openly violated intellectual property across microprocessors.
ARM has attempted to try and curb the production of illegal knock-offs. In fact ARM directly engaged the National University in China. However, ARM’s efforts have met little success.
