I'm not sure whether this is still a big deal for you but the statement from the claim construction, IMO, says that a clock from a crystal cannot directly control the VCO (a ring oscillator is a type of VCO), and neither can a set of command signals. From the link that I posted, it can be seen that it is indeed the case. The clock from the crystal goes into a phase frequency detector. A clock from a crystal can be fed into a clock generator ie a design that divides down a clock but for a VCO the clock cannot be fed directly into it. Also the VCO simply uses either a voltage reference as its guide and not a control signal.
So your statement further down the chip is not correct unless i misunderstood what you said. The reference/control signal is used to guide the vco but not used directly.
