Unfortunately, I don't believe this excerpt answers the question. The question being: Can TPL withhold information regarding a new licensee from PTSC? Or the more pertinent question: Can Alliacense withhold information regarding a new licensee from PTSC?

Sure, they will coordinate any press release or filing before it's released to the public/filed, and they will report things as required by applicable law. But this is not the question.

I still think that IF Alliacense secured a new licensee, PTSC would immediately be made aware, and would thus be obligated to make that information public (sans dollar amount) after required coordination with TPL.
