Can someone tell me why the PPS is so low?

Ha,ha...just kidding thought that would be a good way to make my first post. Been posting on RB for a while and reading Agora when I need the "facts". This is definitely getting interesting. Hopefully the pro patent legislators will be able to stall or least force more amendments in the proposed changes.
