I was in Cuba in the mid 70's..sail boat race from Key West..spent about five days there..cave diving up in the mts was pretty good and that was about it..not alot of love for USA.

 They had a guard for each boat..24/7..we could not figure out the reason.  The reason was they did not want us taking anyone off the island...we had a number of requests.

 I believe that Dean Rusk had "The Gate Theory"...which was to open the gate around a walled  country and see if the people try to get in or get out!!!

 We know through our biz connections (furniture/design) that this could pop like a cork if things go right.  There are a number of companies in Miami that have the $$$$$$$$$$$$$$$$ and the connections....

 You can always go through Canada and use their money...passport may be another issue.
