Non-Taxable Dividends

I received a letter from PTSC on September 4, 2007 advising that the dividends we received in 2006 were non-taxable because they were paid from invested capital , not from earnings or profit.  Obviously, that now explains why so many substantial shareholder's wanted the dividend in 2006, or am I wrong ?  Could someone explain why the dividends paid from invested capital is not taxable?
