I think you're reading the numbers wrong. When a PPS is less than fifty cents, the minimum Bid/Ask has to be 5,000 shares (available), and when it gets over fifty cents the minimum has to be 2,500 shares (and I believe when it gets over a buck, the minimum drops to 500; over five bucks the minimum drops to 100).
But if the PPS is over fifty cents, and a Bid or ask is greater than 2,500 shares available, they ARE indeed giving an indicator - especially if the number is like 35,000.
