One might suggest that licensing some of these other companies for a pittance, puts pressure on those in litigation to fold, so that the price of licensing can balloon up.

 Hence license them for almost nothing to get more on board and give the appearance (if not the reality) that it is all falling into place so those litigating start to sweat...  ahh like poker.
