I do have doubts that this is easily doable. While there may be 450 on notice companies, how many of them are in the category of infringers as Fujitsu, HP, Intel, AMD and the like. Even if you consider these guys as first mover discounted licensees, it seems to me that PTSC/TPL will have difficulty AVERAGING $10M a license with a $5M share going to PTSC. I do certainly hope that the frequency of signings would go up after settlement/court action, and hopefully a $4M average license fee and $2M PTSC share can prove realistic and 25 licenses per year can be easily reached if the ruling goes PTSC's way. But I'll believe it when I see it.
