You posted my thoughts! It is hard to imagine the conditions in San Diego and the surrounding areas. My first thought was that they needed those limos in case of having to quickly evacuate the premises, etc.

 Besides that, in some places it is cheaper to rent a limo for several people than it is to hire taxies to accommodate the same number of people.
