I'm not as knowledgable about all this as greeneyes is, but I can't see why they would be looking at a 30 day stay for anything other than settlement.  If it were an issue with ACP or anything else, would they want 30 days?

In my heart (you know I'm an "emotional" person) I think that the length of the stay being requested is a real clue as to what it concerns.
