If you are an infringer, why wouldn't you buy loads of PTSC on the open market at these prices, cut a settlement deal, and then sell on the subsequent run-up to either defer or pay for altogether the settlement deal you just made.  I see no reason for an infringer to keep PTSC price down other than to accumulate enough to offset the cost of license/settlement.
