You are hoping, expecting new investors to buy this stock with the impression that there would be 250 mil shares in the float... only to have them owning stock that will end up with 400 mil out again... Perhaps the number of shareholders then would absorb those shares as the reentered the market.. I just see it as a repackaging of a former buisness model... I guess if those new investors don't care about the float being increased by 60% this possible senario would be benefitial, at least in the short term.. Perhaps the benefit to PTSC would offset the eventual re-increase in the float....
