I agree with that analysis, but I wouldn't put it past the J's to stall to wait to hear from PTO. My only concern with my thinking is why wouldn't they just request a stay until a PTO ruling.? But then, why would they settle without one? I think one of the stumbling blocks in negoiations may be a PTO ruling. I don't feel they will settle w/O one.
