If settlement is not reached by the end of this stay I would hope that TPL would request a MSJ. The Japanese are very maticulous they could be not only squabbling over settlement amounts but also over how every "i" is dotted and ever"t" is crossed. At some point they may need some persuasion to move forward. It would almost be better to move on to trial. I hate to be pessimistic but I don't see them reaching an agreement during this stay. I think logically resistance is fruitless on their part but it is in there nature to resist. They will use every tactic to get the ultimate, very best agreement possible.
