Your comments are exactly what I meant - not all 400 need to be signed in a few quarters. We just need a significantly higher rate of signings. How many signings doesn't matter as much as the $ revenue. It needs to be enough $ to keep the revenue close to or better than the settlement quarter, IMO, if they are to realize and sustain a higher PPS ($15+) and the high P/E this stock deserves.

As I said, this should be doable with good capacity planning and process execution.
