It did seem odd to me too. As to the discount signings being out of the way, all catagories with the lowest fees ( first tier are filled/signed. That was stated at SHM. I don't know if the second or third etc tiers are that much more expensive. The plan was each succeeding tier is going up in price. I believe that after a settlement the fees will increase dramatically. Those companies that believe the ruling will go in PTSC's favor are eager to sign up before the settlement and prices increase. I have to believe that yesterday's signing indicates that things are going PTSC's way. Why would another company sign if they thought the J3's might be coming out on top?
