I beleive JT said that in a lstatement at one time. Saying there were better uses for the money.

But if you look at fs2006's post downthread you will see that the float is 386 million and the OS is 391 million (the same as the last 10Q)

I wonder if that means that the company has repurchased 5 million shares. But I'll leave that to more knowledgable folks like Fut to interpret.
