Find a company trading in the cents range (rather than dollars) since you know that the fund you work for (or manage) can't buy those shares... but as the smart manager or researcher you are, you see the potential and buy it yourself,

You get your mm buddies to work the price until you get your shares, your 'valued clients' get to buy in upon your firm's (inside)recommendation(s) for 'speculative' buys,

When you have taken care of yourself, and your firm's valued clients have got their positions, you 'encourage' the mms to let the price increase,

Your firm buys the stock or you can now buy as a fund manager and the stock is effectively purchased by Mr and Mrs IRA Investor, who fund the bulk of the firm's mutual funds.

This is how money is made for you and your valued Broker's or Fund's clients.... before Mr and Mrs IRA Retirement Investor get to it.
